Eligibility

Delay length: A delay for technical or operational reasons that gets you to your final destination 3+ hours late triggers compensation (Art. 7(3), added in 2024). At 5+ hours you may take a refund.
Notice: Cancellations: compensation unless you were told 2+ weeks before; shorter notice depends on the rerouting offered.
Distance bands: Rerouted and arriving within 2, 3 or 4 hours of the original time (by band): 50% reduction.
Airline size: Airline size doesn't matter.
Extraordinary circumstances: No compensation if extraordinary circumstances caused the cancellation (Art. 6(4)).

If none of these rules covers your flight, the Montreal Convention (Art. 19) may still let you claim proven costs caused by an international delay, up to 6,303 SDR per passenger, within 2 years.
